1. Project Content: Inner Mongolia Grassland Red Sun Food Co., Ltd. (hereinafter referred to as Red Sun Company) invites bids to purchase self-produced product packaging materials (hereinafter referred to as packaging materials), specifically including: roll film (outer film, inner film), three-sided seal (outer bag, inner bag), and self-standing bag (with suction nozzle and cover).
2. Project background: Red Sun Company was founded in 2003 and is headquartered in Yulong Industrial Park, Hohhot, Inner Mongolia. It is a professional condiment enterprise integrating R & D, production and sales. At present, Red Sun Company produces more than 200 SKU's, and the packaging materials are 14 kinds of two-layer, three-layer and four-layer composite materials such as BOPP/VMPET/PE/PA/PET/AL/EHAP. The 2023 package material procurement budget is 132 million yuan (for reference, the 2024 and 2025 package material budgets have not yet been determined), and the 2024-2025 package material procurement project is now publicly implemented.

4. Cooperation mode: After the participating suppliers are selected, they will sign an annual pricing non-quantitative framework contract (no commitment to the minimum cooperation amount/cooperation amount), and according to the production and business needs of Red Sun Company, they will issue orders to implement supply cooperation according to the facts.
5. Cooperation cycle: January 1, 2024-December 31, 2025.
4. bidding company qualification requirements:
1. The qualification requirements for bidders in this tender are as follows:
(1) A company registered in the People's Republic of China with independent legal personality has a corresponding business scope.
(2) It is in good financial condition, has good bank credit and commercial reputation, is not in a state of being ordered to suspend business or bankruptcy, and its assets have not been reorganized, taken over or frozen.
(3) It shall not be included in the list of illegal and dishonest in the "National Enterprise Credit Information Publicity System" (http://www.gsxt.gov.cn/), and shall not be included in the list of abnormal business operations (subject to the inquiry on the day of prequalification).
(4) The company has been established for three years or more.
(5) The registered capital of the company is 5 million yuan or more.
(6) The company is a general taxpayer and can provide special VAT invoices.
(7) The bidding company shall pay the bidding deposit of 200000 yuan to Red Sun Company on time (now the cooperative suppliers are not required to pay).
2. The legal representative or investor of the participating company is the same person, or different units with holding, investment and management relationships are not allowed to participate in the bidding project at the same time.

Qualification examination method: The examination method of the pre-qualification of this project adopts a limited number system, and the final number of participating companies shall not exceed 15, subject to the scoring results of the pre-qualification and on-site evaluation of Red Sun Company.
